Regulations That Apply to Cleaning Products
OSHA Hazard Communication Standard (29 CFR 1910.1200)
Consumer products covered by the Consumer Product Safety Act are exempt from HazCom labelling; industrial and institutional cleaners sold for workplace use are not.
Hazardous Products Act, Schedule 1
Excludes consumer products regulated under the Canada Consumer Product Safety Act from WHMIS supplier requirements — employer duties to train on safe use remain.
FIFRA (US pesticide law, administered by the EPA)
Disinfectants and sanitizers making antimicrobial claims are regulated as pesticides, not ordinary cleaners.
EU CLP Regulation (EC) No 1272/2008
Governs classification and labelling, including corrosivity and irritation, for the EU market.
